Despite this is one of the most frequently asked and difficult to answer questions, I am attempting to provide some deep insights for you, to decide between USA and Germany.
After all going abroad for masters is for having better education and world exposure, but now a days it has an all new definition. Especially the students from developing countries are interested in joining a job, which would be more challenging and more technical oriented and of-course a well paid ones. As they seldom find such opportunities in their home countries, people feel their skills were under utilized and are looking for some lucrative destinations, which can offer them their dream job. As every MS aspirant dream to achieve great heights in their career, obviously they will have to consider the following factors while deciding their future course of action.
Quality education
Its a well known fact that USA houses some of the world's best universities. But coming to the overall education system it lacks proper control and standard benchmarks for the universities to implement. Thus every university in US is not the same in terms of educational quality and infra facilities. In contrary German government have stipulated very stringent guidelines for every university to follow and as in every case they also tried and achieved some standardization for the whole education system. Costs
One can study in almost all the German universities with basic student contribution (approx. $200).
American universities will charge thousands of dollars as university fees, but many universities will provide scholarships for the elite students.
Job opportunities
Even though both the countries are highly industrialized and capitalist nations. They have different perspectives of doing innovative business. To elaborate, Germans believe in technical expertise while Americans lay their emphasis on leadership and management. Many of the German international companies have Doctorates as their CEO's while American companies will be led by an MBA guy.
Work culture
Germans - Rely on the well tested and standardized paths
Americans - They always look for challenges to solve, rather than defining the process itself

Earnings
Companies in US pay much higher salaries to their employees than what German counterparts really do. Apart form this some strange taxes in Germany will take their toll on your pocket. To give an idea in Germany one has to pay the tax even for petting a dog (Hund strafe).
Though the initial salaries for the graduates are almost the same in both the countries, the gap widens in the later stages. (can expect a 10-50% difference depending on the field of employment)
Social life and Language
Germany is very secure and popular for its slightly communistic social measures (ex : job loss fund, children fund etc.,). They had been always sensitive and share great responsibility towards their society and environment.
The major drawback for the foreign students in Germany is the language. One is obliged to learn German to find a good job and excel in their career. Take a note that learning a new language requires years of dedication and Practice.
Americans are well known for their open mindedness and foreigners friendly nature.
