As a matter of fact every country and in specific each independent university will have its own grading system. And students for international courses will be coming from all across the world, so to avoid the conflicts, many of the universities will mention admission criteria (cut off) in German grading system. The above formula would be helpful in calculating your German grade.
By the way in Germany grades are called as 'Noten'.
